gentleman,
I think what Rob (&Rich) are talking about is a
Loaner Committee meeting. This is a meeting of the
Board appointed Loaner Committee (which has 2
people). They both have asked for all interested to
attend!! So the non-voting Rob mentioned is that
this particular gathering does not, in itself, change
or add to current Board adopted policy.
(check your Bylaws boys!)
Rob and Rich have done a quite reasonable job of
'implementing' current SJAA policy (even if those 2
provisions were provisional).
Rich's suggestion (for input to 'the committee')
was to think and come up with a list (of 15) of
scopes that each person comming - or writting-
thinks best meets the needs of the SJAA. Quite
a reasonable request for a committeman to ask!
Maybe they will decide (together as a committee)
to change the policy first - as Garry suggested and
proposed. Maybe they will just take "input" for later
discussion between themselves and for pondering.
I think these two gentlemen represent a wide enough
set of interests to do the job of balance correctly for
a first pass. Using 'balanced' committees is a great
way to get the first pass of anything important done
(think of June 1776 at Philadelphia).

[Gary that's Jefferson, Adams, Franklin, Sherman and
Robert Livingston - a Committee of the Continental
Congress, final amended version adopted July 2, 1776]
