I disagree.  I think the *first* thing to do is settle on
what the program's purpose should be.  How do we decide what
scopes it should have if we don't even agree on what the
program should be doing?

So far it looks like there aren't any big objections to that
first draft proposed purpose I suggested.  So we can probably
decide on that fairly quickly.

If we start right away on the equipment instead, then it
probably will involve arm-wrestling.
