Gary,
I think your draft is good.
It is fairly vague, as you note, in the definition of "reasonable number",
under each category.
I think too precise a definition defeats an significant flexibility that we
would all like to have in the program. Specifically, I think most of the
scopes (e.g the majority)should be in the "new members, first scope
category. However, the number of scopes we need for category #2 & #3 may
vary from time to time.
