[SJAAboard] Loaner Scope Policy adopted May 2007

I was going to quote the May 07 text in a post that I am preparing.  Since
Steve quoted the resolution I will save the bits. However, Steve did not
quote the entire minutes entry.

	"Rob showed us a first draft of the loaner scope program mission
statement. It consisted of two paragraphs. Rob proposed that this mission
statement be used as a first draft to be used going forward and that it
would be revised based on further input from the board. It was seconded. The
motion passed unanimously. There were no abstentions or oppositions.

The draft statements are as follows:

Therefore, this was never a final agreement. What I recall was that some
unspecified group of people was supposed to meet and refine the draft.  Rich
and I did meet on June 5 but were not able to agree. I tried to bring this
up in several later board meetings.  Since there was no agreement those
occasions were never entered in the minutes.

Thus despite the May 07 text being very favorable to my position I consider
this a very open issue.
