We can remove the danger of "biting the hand" by removing the sentence "...
remove some PRN restrictions ... ".  Beyond that sentence, the letter pledges we
will participate in the reuse process.  

Also removing that sentence allows me to shrink back to one page.

The unstated goal is to have Houge removed from the reuse list.  PRN is likely
telling the council that no one will notice if they close the buildings and all
activities can be easily moved.  The council is very sensitive that these
closings will be associated with Measure P (which funded the new community
centers) with bad consequences the next time the city goes to the voters for
money.  We are leveraging those fears.  

PRN considers us the same way they would a chess club (or a senior table tennis
group).  To them we are an isolated group of people that have little public
impact.  I have heard gasps when I described the scope of our activities. A call
from a council office to keep them informed on the status of our proposal could
insure its instant approval.
