How about
"We hope the city will design the Reuse process so that we can continue to serve
the public without interruption. We appreciate your help to emphasize to PRN
that in a time of tight school budgets SJAA allows offers an opportunity to
instill interest in science to students and adults. We would also like your
help to remove some PRN restrictions whose effect is to reduce the number of San
Jose residents that know what we provide."

I reworded the paragraph on dark sky to put the proof before the conclusion.
The shopping centers comment is a subtle, but direct slam at the location of
Camden CC.
" Our events must begin after it gets dark since many objects in the sky are
dim. Houge is located far from light sources such as shopping centers. We can
turn off the lights over our observing location at Houge without affecting the
rest of the Park lighting. There is still more than enough ambient light to
move around safely. This allows us to show the public a remarkable number of
astronomical objects even though we are located in the city limits. People from
the surrounding community can walk to our events. Houge Park offers us a
situation that would be very difficult to replace."
This is starting to sound good!
