I should be OK with July, but Aug. 8 is going to be

This wording makes it sound like an action item.

Anything of an on-going or lasting nature like this is a
called a "Standing Rule." Standing Rules are one step below
bylaws. They need to be written down somewhere special for
easy reference, not just left to be buried and forgotten
in the minutes.
Statements of policy, votes to pay for certain things "from
now on" (e.g. newsletter, loaner scope maintenance), setting
the membership dues, etc. are all examples of Standing Rules.
The vote on mirror #28 is not a Standing Rule. Once that is
sold, the deal is done.
