My opinion of that is that we are spinning our wheels discussing it at this point, until we have
the RFP.  And the reuse agency will have to provide a reasonable amount of time for interested
parties to ask questions, understand what they are faced with, and to formulate a response if they
are interested.  So, I don't think "we will have to scramble to respond".... And I don't think we
should stress about it at this point.  We'd be stressing over unknowns has no upside, the only
result will be being stressed without any relief.
