The real take away from the conversation is that our reservation is only a
short-term fix.  We will have to participate in this reuse process, whatever
that ends up being.

Based on the level of detail he was willing to provide I have to conclude much
is up in the air. I told him the April document confused me. He did not want to
discuss it. Instead, he said the detailed info would be in the RFP.  I was not
able to get detailed info of any kind. Only that we would have to submit a
proposal which would then be evaluated to see if we could continue using Houge.

The good news is we are now on the list of interested parties.  We should get an
RFP in the mail "soon".  We then need to reply as quickly as we can.
