[SJAAboard] More Hard things in the Loaner program

The so-called library model may actually increase our workload.  It virtually
assures that there are two separate transactions (a return and a loan) instead
of combining these into a single exchange.

It may also increase the number of times scopes are in temporary storage at my
house as I adjust from short term (my garage) to long-term storage.
