Gary's comment is valid.  The TAC list is much larger, but I doubt there are
more than a handful of >>>SJAA Members<<< that are on TAC, but not on announce.
It is unproven how many ex-SJAA members who also participated in the loan
program are on any of the lists.  As I previously said I suspect (but cannot
prove) that they simply left the hobby.

Beyond that I agree with Mark's comments and have no objection to a TAC poll.  I
would also want to be bound by the result.
