[SJAAboard] Houge reservation approved for FY 09.

The city has approved our use of Houge for Jul 08 - Jun 09.  We are doing the
reservation for the entire year this time as a single application.  In the past
we only reserved on a half year basis.  I will need a check on Saturday.

The reservation comes with a big quid pro quo.  The reuse group (which had
ultimate authority) approved the reservation on condition we discuss making a
bid. I have not contacted them yet, but I have the phone number.

I will prepare a draft negotiating position tomorrow morning.  I will try to get
this out to the board members by noon.  Much of the discussion on the loaner
program will likely not happen until July or August.  There are a couple of key
decisions that I do need immediate answers on.  We will discuss these before
Houge.

If we do enter in negotiations for Houge then the board has a fiduciary duty not
to disclose bottom line positions to the city.  That means the discussion can
not be reproduced on a publicly Googleable mail list. Thus will involve some
cultural changes that the organization previously resisted.
