[SJAAboard] Loaners: Library Model, bricks and mortar? warehouse?

I read Rob's analysis of models for the program, but I  am
a bit confused.  What are the steps that have been taken to
address the first issue in a "Library", the place (bricks and
mortar ) ?
 
  In the discussion this was mentioned as a place of X sq.
ft. that would be used for return, storage and checkout
of the scopes.  Someone would be there to do return and
storage at a specified time ("the scope library hours are ...
the address is ...").
 
 Although having (renting, borrowing, buying) such a brick and
motor library would be fine (if how cheap?)  it seems the single
critical item that SJAA has never had - and that is absolutely
necessary for this model to work as suggested.
 
  Library warehouse -  In some ways, the system of the past
decade has almost worked as a 'bookmobile.'  There was a
scattered 'warehouse' and the books requested were brought
to the site as needed.   A regular library warehouse is a
common item!  Stanford, Cal, my city library, all used an
'active warehouse' model when they did not have enough
room for active storage at their 'bricks and mortar' library.
Somewhere off in Richmond is a million items from the Cal
library - they don't keep duplicates - but that is where less
used material (in good repair) is keep.  Not every asset is
in active circulation.
 
 -so again - Where is the 'bricks and mortar' to be?
