[SJAAboard] Stopping work on reuse proposal

I find that I am too upset to work on this. If someone wants to continue then
here is the draft

Play particular attention to Page 11 which is what we contractually commit to.
In simple terms our calendar will be a contractual commitment. We do get to add
contractual commitments for all of the things we depend on such as lights, off
hour access, and the sprinklers.
We need a lot more input on history and some references. This is going to take
as much as 100 hours more work before we submit. It then needs legal review. The
board will have to approve this before we can submit it.
We will know more on Saturday whose responsibility it will be to finish this. I
am not at all certain that will be me. I will cover the mandatory city meeting
on Monday, but someone needs to attend with me for continuity.

I heard back from the head of PRN in response to my letter. He politely thanked
us for our interest and noted our use was after hours. His response gives me a
clue of how to tailor our proposal. It needs to address nearly point for point
The Policy 7-12 that the council passed in April.
I would offer to OCR it, but I am not comfortable putting a private letter on
the public mail list and I have had my fill on subject of private emails.
At this point I am going dark on all subjects other than this one.
