[SJAAboard] Refiguring of mirror 28

The testing came back that the mirror was worse than 1/4 wave (actually
1/1.6 wave).  I authorized the refiguring.  If anyone is so inclined, we can
discuss whether this meets the criteria of the December board meeting.  If
not then I will pick up the cost myself.

The test results arrived in an HTML with two bitmaps of the graphs
