It seems to me there are all sorts of complex solutions being offered
for a very small and occasional problem. Like building a dam to stop a
leaky faucet.
There are three things that need to be recorded when it comes to a motion:.
1) The precise wording of the motion.
2) Whether it received a second.
3) The result of any vote.
There is no need to capture entire discussions, reports, etc. other than
in the case of reports, that they were given/presented. The actual
content of any report can be submitted to board during the meeting and
referenced in the minutes as an attachment or footnote.
This, to me, mean the only thing that needs to be done relative to a
motion and vote is to
1) Read back what the wording of a motion is prior to seconding it.
2) If seconded, note that it received a second.
3) Have the secretary announce the recorded result of the vote so all
can hear and agree or correct it.
Seems very simple and immediate.
If it hasn't happened in the past, it is perhaps because of a tendency
to rush through and not complete procedure (such as asking "for" and
neglecting to ask "opposed", which I've seen happen).. If we make a
point of actually following such simple procedures, it will work.
Practice makes perfect.
