What seems clear to me though is that people tend to hear what they want 
to hear.  Rich "heard" one thing, it was *slightly* different than what 
I recalled upon reading the draft minutes.  I cannot say what was 
actually proposed, but I was voting against the motion based on no 
warning being given to the individual prior to a motion to place them on 
moderation in order that their postings to our mailing list could first 
be reviewed for approval.  Rob said there were plenty of warnings (but 
to my thinking now, still, none official).  I think it may have been 
either Gordon or Gary who then said the moderation was for six months, 
as described in the printed note attached to the agenda.

With a definite end point to the moderation (note, not a revisit to 
decide whether to continue moderation), and the assurance that there had 
been warnings, I decided to change my vote and make it unanimous.

For the record, in cases where some disciplinary action is proposed to 
the board, in the future I would prefer an official warning first.  I 
would also prefer whenever  possible to not cite individuals by name in 
the record.

I'd also like to address a recommendation by Phil Chambers about this 
mailing list.  Phil asked who was on the board mailing list.  He 
suggested that only board members be subscribed (please correct me if I 
am misstating this, Phil).  Rob objected, saying there were others who 
were not board members on the list making valuable contributions.  I 
agree with that, but I also want Phil to know that the list is 
essentially as he suggested it should be, with exception made for 
certain individuals who have contributed positively and in appropriate 
ways.  The list is for all intents and purposes a closed list, requiring 
non-member postings be approved by the list moderator.  Given that, it 
certainly is sensible to drop from the list anyone found to be abusing 
it, which effectively "moderates" their future postings to it.
