I seem to recall two abstentions... at least one.

About that (URLs in the minutes)...

I'm very uncomfortable with this.  A URL won't necessarily always
work in the future.  Quoting one in the minutes doesn't tell you
what's in it.

In this case, where we're talking about modifications to the bylaws,
I think it's unforgivable to not have the text in the minutes.

You should mention that the turnout of astronomers was poor.
That was the important point of that report.
