I made some small changes responding to Gary's and Mark's offline comments.

Since it takes a general meeting which has to be announced in the Ephemeris
we can not vote on these in the February meeting, but will either have to
wait a year or vote in a later meeting.  Only the new definition of
"excused" will affect the current board before next February.
