November minutes

Rob noted that an amendment he requested to the October minutes was not
acted on during the November meeting. The board permits Rob to reiterate a
correction he posted on the board list before the meeting.
"Since an accusation of self dealing was made I want
to be very precise on what the board voted to approve.
I offered to reimburse the club for the full retail price
of the Alt/Az mount despite the mount's missing parts. The board
felt this was not fair and voted unanimously (with myself
recusing)that I could deduct the price of the replacement parts
from the retail price of the mount. I submitted receipts for these
parts along with my payment."
The November minutes were otherwise approved unanimously with Rob recusing
himself.

General Meeting Programs

Houge Park
-------------------------------------
$300 fee required by City of SJ. We discussed the possibility of moving the
event elsewhere, but decided that there was nothing we could do in the short
term.
Moved & seconded and passed (5 yes, 1 no) to approve the expenditure. Expect
$750-1500 income from auction, depending, in part, on anticipated donations.
RH Will request additional use of Hogue park facility on 3rd and 4th
Tuesdays and Thursdays for Ephemeris labeling and mail preparation. This
will cost an additional $10. He will also reserve some dates in January so
Gary can test mirrors.

Loaner Program

a) Discussed condition of scope #8 (14"). Woodwork and condition of box
deemed poor condition. Requirement to install the mirror manually not
consistent with loaner program. Rob recommends removal from program. Mirror
is to be checked more thoroughly in next few days. /S/Passed (unanimously)
to sell useable portions (mirror and secondary) at auction. Remainder of
scope to be discarded.
b) RH offers to buy and donate 12" Lightbridge if club will pay 50% of
cost which probably will be discounted. (Total price approx $1000 prior to
discounts). Agreed m/s/passed unanimously.
c) RH plans to rebuild scope #41 (18") with the technical assistance of
Albert. May take a long time, e.g. work will not begin until next summer.
Rob wants to insure the mirror is at least a 1/4 wave before proceeding.
M/s/pass- unanimously. No action taken on mirror pending testing by Gary.
d) Scope # 28 (13.1") to be rebuilt by Albert. Rob feels we should
check the mirror before permanently mounting it. Cost of refiguring the
mirror not to exceed $500 was approved unanimously if the mirror tests at
worse than 1/4 wave.
e) Mike Koop has located borrower of scope #1. This scope is no longer
usable and borrower has agreed to compensate club. Scope #42, 10x80
binoculars, has been returned.

Donations

Discussed & agreed (m/s/pass- unanimously) to accept Frayne's scopes.
Ultima to be added to loaner program as scope #48. Base needs to be
refinished. Lee and Rob will decide which of them will do the work.
Plans are to sell 8" Celestron Orange tube and 80mm refractor at auction.
M/s/passed recommendation for RH and club to use discretion in accepting
further donations. Some donations may not be acceptable for purposes of the
loaner program of the club and will produce little income if sold.

Rich presented AANC history and the board discussed the value of SJAA
participating. The board was in general agreement to continue participation.
No action needed.

Board Nominations
-------------------------------------
M/s/pass- unanimously to accept Mark Wagner as a board member. It is noted
that he will not be able to attend all meetings and intends to vote by
proxy. Rich donated $20 to bring Wagner's membership up to date.
One other Board candidate needed. All board members requested to make
suggestions.
Four board members are up for re-election in February; David Smith, Rob,
Gary, Robert. All except David confirmed they are running for re-election.

Further bylaws revisions
-------------------------------------
Rob feels that some additional changes to the bylaws are desirable. These
include removing the inconsistency in the requirements for being a director,
director attendance rules, method of publishing director candidates. The
board was not prepared to act on the material presented. Rob is assigned an
action item to provide specific proposals.

Other Reports

RH reports that the Beginner astronomy classes are being well attended and
are well received. First "laboratory" will be held on January 11.
Food & treats being offered tonight and gift exchange after the presentation
by Dr Hoglan.
RASC 2008 Observer's Handbooks, RASC Beginner's Handbook and RASC
calendars offered for sale tonight.

At the current pace we will have attracted the fewest new members since
stats began in 2002.
Members that joined before 2002 continue to be more than half of the club's
members.
