[SJAAboard] Announce list while I am away

As you remember I am acting the moderator on the SJAA announce list. In that
role I insure only one message per hour is transmitted.

I am going to be out of town from tonight until Sunday.  During that time I
will not be processing transmit requests on SJAA-Announce.  I have made Paul
the moderator.  There should not be any time critical announcements this
week.  If Paul wants to manage this he just needs to insure that he only
approves one request per hour.  Otherwise, he can just ignore them and I
will deal with whatever is pending on Sunday.

If someone else wants to back him up then let me know.

We will have this same problem for a longer period in July and early August.
This is an opportunity to make sure things run smoothly then.
