It's using whatever your default font size is. It's just harder to
read because white text on a dark image background is inherently a
little harder to read. If you want the IE font size, you can always
increase your font size (in the Content tab of Preferences), and
even set a minimum font size so web pages can never force a smaller
font (for that, click the Advanced button).
That is, however, an argument against the image background. I tend
to sites like that a bit hard to read too, even though they look
pretty.
