[SJAAboard] use of Houge - just keeping the rules mam!

I think our Pres is just trying to live within the rules that
the Parks Dept. has asked us (him) to.  This may not be the
same as in the past.  He has discussed this several
times.  I know it may not appear to make 'perfect sense,' 
but let's try to live within their rules guys!
