It depends on exactly what you tell them.  Do you say "I" or "we"
will be there?

That's different.  Jim is the coordinator for the SJAA school star
party program.  If he had to clear each and every one with the board,
the program would quickly grind to halt.

We expect school star parties (we do dozens each year) and we expect
Jim to coordinate them.  He has various rules and procedures in place
to govern the process.  So, when Jim sends out a notice of one coming
up, that's just routine.  On the other hand, committing the club by
someone else may be different--espeically if it's at an unpopular
place or if it appears to be a commercial operation or something.

Once in a while we'll hear of someone committing themselves and
asking if anyone else would like to come help.  That's different yet
again.  At least that's not committing the club.
