Why should offering HTML imply removing the PDF? Offer both.
If anyone wants to print that 28-page PDF, they still can.

And as I already mentioned, it wouldn't have to be done by hand.
pdftohtml does a decent job and it would take about 10 minutes to
clean it up in an editor. What it would need generated by hand is a
table of contents, and links images (like the maps to observing sites).
