It's a religious issue. Personally I like having both when the
scope is big enough, but saying one "needs" one or the other
or both makes no sense to me. Obviously lots of people operate
just fine with just a unit-power finder, lots of others do fine
with just a manifier, and yet another group like having both.

SJAA can certainly afford to outfit some of our scopes with both
types of finder and let the borrower decide. Not because "every scope
needs both", but because we can afford it and offering the choice lets
borrowers learn what works best for them.

Would there be any interest in an HTML version? The PDF converts
pretty well using pdftohtml -- it needs a lot of <br> tags removed
and a bunch of curly-quotes changed, but those are easy substitutes
and everything else looks pretty good. But it's long, and there's no
table of contents linking to the specific sections, so if we wanted
a Table of Contents someone would have to go through and add links
for the major sections by hand.  I'd be happy to do everything but
adding the links, if Rob's interested in putting an HTML version
on the website.
