The web page used to change only once every couple of months. We now have
now have content that has to change several times a month. More complex,
definitely.  However, we added this extra content so that members would not
have to dive into the links.  

Moving the changeable parts to frames is one way to solve the problem. Each
frame is very simple and there was little chance of conflicting edits. 

I used to solve configuration control problems like this for a living.  A
better solution would be to have a common source control system.  I don't
see something like that happening anytime soon (if it is even possible with
the tools available to us).
