I incorporated Mark's suggestions into a rev10.

I had to eliminate the frame for the special events.  This was the only way
I could make this work on 800x600. As the person that has to post updates I
am NOT HAPPY with having to edit the full page regularly. This is throwing
the easy of maintenance goal out the window. 

I am willing to try this and if this is a problem. We may have to revert
back to having separate meeting and notice frames if the maintenance proves
too difficult.
