Now that's a *LOT* better. Not perfect, but *far* more reasonable.
We have star parties for the public and dark sky star parties. Most of
of what's there is intended for the general public. For those, some of
the rules are overkill. For example, it doesn't take over an hour to
become dark adapted, not even at a dark site.
I'd skip the part about red balloons over flashlights. Flashlights with
red rubber or plastic are usually still way too bright. And they're not
needed at the in-town star parties anyway. If they're at a dark sky star
party, a quick n dirty red flashlight modified by someone who doesn't
know what they're doing isn't likely to turn out well.
Maybe it should be broken up into two parts, one for in-town public star
parties and another for dark sky star parties. For example, one doesn't
see to many folks doing delicate astrophotography at the Friday Houge
star parties. :)
