[SJAAboard] Etiquette page

Okay, here's a stab at the etiquette page. It turned out the old
etiquette page had a lot of stuff in it that wasn't etiquette,
so I was able to make it a lot shorter as well as breaking it up
with headers and simple rules. Did I leave out anything important?

Some cute pictures could help, if anybody has time to look for
some. Like maybe
- a group of astronomers covering their eyes
- someone dancing to a loud ghettoblaster while people nearby
have their fingers in their ears
- someone bundled up in so much clothing they look like the
  Michelin man

BTW, on the main page, I agree with most of Mark's points, about the
extra whitespace and the PDF link and all that.

And I still think that smooth grey "Welcome to the" area looks
strange against the paper texture. Why not use the paper texture
for that too, and if you want to set it off, use a CSS border style
like "border: 2px outset black;" ?
