[SJAA-announce] Vehicle Registration no longer required for CalStar

Good News

The registration process has been simplified. Knowing your vehicle
registration is no longer required.  Instead we will be using a placard
system like GSSP.  You can either get your placard at LSA or you can print
yours ahead of time.

Any person that registers from now on will get a URL to print their placard.

Any person already registered will receive an email from me with the URL to
print your placard.  You can print it at any time.

Sorry for the extra step. Next year I will return the placard immediately as
a part of the registration. That was too much code to modify this late in
the process.
